Mr. Doeffinger graduated from West Virginia University in 1973 with a Bachelor of Science in Mechanical Engineering and in 1976 from The Pennsylvania State University with a Master of Science in Architectural Engineering.

Mr. Doeffinger has been involved in the design of a wide range of facilities including office, educational, correctional, military, retail and industrial projects. Mr. Doeffinger has also designed large capacity central chilled water plants.

He is a member, past Chairman, and is presently Research Chairman of the Load Calculation Data and Procedures Technical Committee for the American Society of Heating, Refrigerating, and Air Conditioning Engineers (ASHRAE) and helped author the American National Standard Institute (ANSI) Standard on Peak Cooling and Heating Loads Calculations in Buildings.

Mr. Doeffinger is a registered Professional Engineer in 14 states. He resides in Point Pleasant, West Virginia with his wife and children where he has served on the City Council for the past 20 years.
